No. CDN-19012/2/2025-Coordination-NMC.––In exercise of the powers conferred by subsection (d) of subsection (1) of Section 24 read with Sections 26, 28 and 29, of the National Medical Commission Act, 2019 (Act No. 30 of 2019), the National Medical Commission, the Under Graduate Medical Education Board hereby makes the following amendments in : the "Guidelines under Regulation 10 of the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulation 2023 in short (UG-MSR 2023)" and Regulation 19 of the Graduate Medical Education Regulations 2023 notified in Extraordinary Gazette of India Part-III Section 4 vide ADVT-III/Exty/360/2023-24 dated 16.08.2023:- 1. In Chapter –I under the heading objectives: The following objective in the UG-MSR 2023 ‘Colleges seeking increased number of seats cannot exceed a total of 150 MBBS students from the Year 2024-25’ shall be deleted. 2 . In Chapter –I under the heading objectives: The proviso under the Objective in the UG-MSR 2023 “Provided that medical college shall follow the ratio of 100 MBBS seats per 10 lakh population in that state/U.T’’ shall be deleted. 3. In the Schedule I under the A.1.GENERAL the existing phrase ‘The distance between the plots of college and hospital shall have a travel time of maximum of 30 minutes’ shall be read as: ‘The maximum distance between the plots of college and hospital shall be 10 Km and in the case of North Eastern Region States and Himalayan States, maximum distance between the plots of college and hospital shall be 15 Km’. सुप्रीम कोर्ट ने NEET PG 2022 स्कोर में विसंगतियों का आरोप लगाने वाली एक याचिका पर सुनवाई करते हुए सोमवार को NEET PG काउंसलिंग पर रोक लगाने से इनकार कर दिया है।कोर्ट ने कहा कि इस समय पर ऐसे निर्णय के गंभीर परिणाम हो सकते हैं। न्यायमूर्ति डी वाई चंद्रचूड़ की अध्यक्षता वाली पीठ कुछ डॉक्टरों द्वारा दायर एक याचिका पर विचार कर रही थी।इस याचिका में NEET PG 2022 उम्मीदवारों के प्रश्न पत्र और आंसर की जारी करने के निर्देश देने की मांग की गई थी।
क्या थी याचिकाकर्ताओं की मांग
याचिकाकर्ताओं ने आंसर की और प्रश्न पत्र जारी नहीं करने के राष्ट्रीय परीक्षा बोर्ड के फैसले को चुनौती देते हुए कहा कि इस तथ्य को जानने के बावजूद NBA ने ऐसा किया जबकि इसके गंभीर दुष्परिणाम हो सकते हैं। याचिकाकर्ताओं सहित एनईईटी-पीजी 2022 उम्मीदवारों ने उनके नंबरों में विसंगति के मामले में रीइवेल्युएशन की अनुमति देने की मांग की थी।याचिकाकर्ताओं की ओर से पेश वकील ने आज पीठ को सूचित किया कि नीट पीजी 2021 से संबंधित एक याचिका भी अदालत में लंबित है। इसके चलते अदालत ने दोनों मामलों को एक साथ टैग किया और मामलों को अंतिम सुनवाई के लिए 25 अगस्त को सूचीबद्ध करने का निर्देश दिया। काउंसलिंग पर रोक लगाने की मांग करने वाले याचिकाकर्ताओं के वकील द्वारा एक अनुरोध के जवाब में अदालत ने कहा कि वह काउंसलिंग पर रोक लगाने का आदेश जारी नहीं कर सकती है। कांउसलिंग 01 सितंबर से शुरू होने की संभावना है।
NBA नहीं देता रीइवेल्यूएशन का मौका
वर्तमान याचिका उन डॉक्टरों द्वारा दायर की गई है जिन्होंने अपनी एमबीबीएस की डिग्री पूरी कर ली है और राज्य चिकित्सा परिषद के तहत रजिस्टर्ड हैं।याचिकाकर्ताओं के अनुसार, उन्होंने NEET PG 2022 के अपने स्कोर में गंभीर बेमेल पाया. हालांकि, NBA उम्मीदवारों को आंसर शीट में अपने नंबरों का पुनर्मूल्यांकन का विकल्प प्रदान नहीं कर रहा है।याचिकाकर्ताओं ने बताया है कि नेशनल टेस्टिंग एजेंसी द्वारा आयोजित NEET UG परीक्षा के उम्मीदवारों को आंसर की को चुनौती देने का विकल्प मिलता है. कई अन्य प्रतिष्ठित परीक्षाएं जैसे IIT-JEE, CMAT, CLAT परीक्षाएं भी आंसर की को चुनौती देने का विकल्प देती हैं। हालांकि, कोर्ट के आदेश के बाद अब काउंसलिंग समय पर ही आयोजित की जाएगी।

प्रदेश में श्रीगंगानगर चित्तौड़गढ़ धौलपुर और सिरोही में इस साल के अंत तक मेडिकल कॉलेज खोल दिए जाएंगे साथ ही सभी मेडिकल कॉलेजों में पीजी कोर्स में भी प्रवेश होंगे। चिकित्सा शिक्षा सचिव वैभव गालरिया के अनुसार इन मेडिकल कॉलेज में लैब, लाइब्रेरी और हॉस्टल से जुड़ा काम भी पूरा हो चुका है और एनएमसी की अनुमति के साथ ही इन मेडिकल कॉलेजों को शुरू कर दिया जाएगा। वहीं अन्य मेडिकल कॉलेज में भी तेजी से काम चल रहा है और अगले वर्ष सात अन्य मेडिकल कॉलेज की भी कम करने की दवाई चल रही है। इधर, स्पेशलिस्ट डॉक्टर की कमी के मद्देनजर सभी मेडिकल कॉलेज में पीजी कोर्स शुरू किए जाएंगे

नीट पीजी के उम्मीदवारों को काउंसलिंग प्रोसेस में देरी से निपटना पड़ रहा है. अभी तक काउंसलिंग को लेकर कोई पुख्ता खबर नहीं आई है. इसी बीच, उम्मीदवारों ने देशभर के मेडिकल कॉलेजों में पोस्ट-ग्रेजुएट कोर्सेज में एडमिशन के लिए एग्जाम स्थगित नहीं करने के उनके फैसले पर अधिकारियों से सवाल किया है. हालांकि, बताया गया है कि नेशनल एलिजिबिलिटी कम एंट्रेंस टेस्ट (पोस्टग्रेजुएट) काउंसलिंग की शुरुआत 1 सितंबर से होगी. यहां गौर करने वाली बात ये है कि ऐसा तब होगा, जब NEET Exam को हुए तीन महीने हो चुके होंगे.मई में कई NEET PG उम्मीदवारों ने अधिकारियों से नीट पीजी 2022 एग्जाम को 40 दिनों तक स्थगित करने का अनुरोध किया था. उनका कहना था कि ये नीट पीजी 2021 के लिए चल रही काउंसलिंग से टकरा रहा था. उम्मीदवारों ने प्रधानमंत्री कार्यालय को चिट्ठी भी लिखी थी. अपनी बात रखने के लिए उन्होंने पीएम से मुलाकात की मांग की थी. इसके अलावा, दिल्ली-हैदराबाद समेत देश के कई शहरों में प्रदर्शन भी हुए थे. उम्मीदवारों को कुछ राजनीतिक नेताओं और यहां तक कि FAIMA जैसे कई मेडिकल ग्रुप्स से भी समर्थन मिला था.
स्टूडेंट्स ने क्या कहा?
उम्मीदवारों ने नीट 2022 काउंसलिंग में देरी पर चिंता व्यक्त की और पूछा कि अगर एडमिशन इतनी देर से होने थे, तो एग्जाम पोस्टपोन क्यों नहीं किए गए? नीट के स्टूडेंट्स ने पहले नीज पीजी 2022 को पोस्टपोन करने की मांग की थी. हालांकि, इसे पोस्टपोन नहीं किया गया और नीट पीजी रिजल्ट भी एग्जाम के 10 दिनों के भीतर घोषित कर दिए गए. काउंसलिंग प्रोसेस में देरी की खबरों के बीच उम्मीदवारों ने परीक्षा पोस्टपोन नहीं करने के उनके फैसले पर भी अधिकारियों से सवाल किया.
क्यों हो रही है काउंसलिंग में देरी?
माना जा रहा है कि 2 अगस्त से सरकारी संस्थानों में आर्थिक रूप से कमजोर वर्ग (EWS) कैटेगरी के लिए 10 प्रतिशत आरक्षण के खिलाफ सुप्रीम कोर्ट की सुनवाई की वजह से अधिकारी नीट पीजी काउंसलिंग में देरी कर रहे हैं. पिछले साल, कुछ उम्मीदवारों ने ऑल इंडिया कोटा (AIQ) में EWS आरक्षण को चुनौती देने वाली याचिका दायर की थी. इसमें कहा गया था कि इससे मेधावी स्टूडेंट्स का नुकसान होगा. वहीं, मेडिकल काउंसलिंग कमेटी (MCC) के नीट पीजी काउंसलिंग शेड्यूल के अनुसार, ये सभी सेंट्रल यूनिवर्सिटीज, डीम्ड यूनिवर्सिटीज में एक सितंबर से शुरू होगा.

चूरू जिले को चार साल बाद मेडिकल शिक्षा के क्षेत्र में एक और सौगात मिली है। चूरू के राजकीय पं. दीनदयाल उपाध्याय मेडिकल काॅलेज से एमबीबीएस करने वाले स्टूडेंट अब डिग्री पूरी करने के बाद यहीं से पोस्ट ग्रेजुएशन की भी डिग्री ले सकेंगे। इसके लिए राजस्थान यूनिवर्सिटी आफ हेल्थ साइंस (आरयूएचएस) जयपुर ने चूरू मेडिकल काॅलेज में 7 सीटें स्वीकृत की हैं। इनमें 4 सीटें एमडी पैथोलोजी एवं 3 सीटें एमडी मेडिसिन के लिए आबंटित की है। इन सीटाें पर अगले सत्र से प्रवेश भी शुरू कर दिया जाएगा। हालांकि प्रदेश में सबसे ज्यादा 17 सीटें पाली के मेडिकल कॉलेज को मिली है। अधिकारियों का कहना है कि पीजी शुरू करने से पहले चूरू मेडिकल कॉलेज में नेशनल मेडिकल काउंसिल की टीम द्वारा 7 सीटाें के लिए निरीक्षण किया जाएगा। साथ ही कमियां मिलने पर इसे जल्द ही पूरा करवा कर अगले सत्र से काउंसलिंग कर सभी सीटाें पर प्रवेश दिया जाएगा। बतादें कि चूरू मेडिकल काॅलेज काे एमबीबीएस की मान्यता मिलने के बाद 2018 में पहला सत्र शुरू हुआ था। यहां फिलहाल एमबीबीएस के 500 स्टूडेंट्स पढ़ रहे हैं। अब यहां अगले सत्र से पीजी भी हाे सकेगी।

राजस्थान यूनिवर्सिटी ऑफ हेल्थ साइंस जयपुर द्वारा पाली काे 17 सीट के अलावा भीलवाड़ा और भरतपुर के मेडिकल कॅालेज काे 14-14 सीटें और चूरू काे 7 व डूंगरपुर काे 4 सीटें पोस्ट ग्रेजुएशन के लिए स्वीकृत की गई हैं।
अधिकारियों ने बताया कि पाली काॅलेज काे एमडी फिजियाेलाॅजी, एमएस एनाटॅामी और एमडी पैथोलॉजी के लिए 4-4 सीटें और एमडी कम्यूनिटी मेडिसिन के लिए 5 सीटाें का आवंटन किया है। भीलवाड़ा मेडिकल काॅलेज काे एमडी कम्यूनिटी मेडिसिन के लिए 6 सीट, एमडी पैथोलॉजी व एमडी माइक्राेबायाेलाॅजी के लिए 4-4 सीटें, भरतपुर मेडिकल काॅलेज काे एमडी पैथाेलाॅजी, एमडी माइक्राेबायाेलाॅजी काे 3-3 सीटें, एमडी कम्यूनिटी मेडिसिन में 6 सीटें और एमएस एनाटॅामी में 2 सीटी स्वीकृत की गई है।
इसी तरह चूरू मेडिकल काॅलेज में एमडी पैथोलॉजी में 4 सीट व एमडी कम्यूनिटी मेडिसिन में 3 सीटें और डूंगरपुर मेडिकल कॅालेज में एमडी फार्माकोलॉजी में 2 सीट और एमडी कम्युनिटी मेडिसिन में 2 सीट स्वीकृत की हैं।

शासकीय मेडिकल कॉलेज में एमबीबीएस के बाद अब पीजी (स्नातकोत्तर) की पढ़ाई के इंतजाम शुरू कर दिए गए हैं। कॉलेज के 11 विभागों में अब 58 सीटों के लिए कॉलेज प्रबंधन ने मेडिकल कॉनसिल ऑफ इंडिया को फीस जमा करवा दी है। मेडिकल काउंसिल ऑफ इंडिया की टीम कॉलेज का अगले निरीक्षण अगले माह कर सकती है। उम्मीद है कि अगले शिक्षण सत्र से पीजी क्लासेस शुरू हो जाएगी।
प्राध्यापकों की संख्या के आधार पर दावा
पीजी की पढ़ाई शुरू होने के बाद मेडिकल कॉलेज में बाहर के छात्र-छात्राएं पीजी करने आएंगे, वे रिसर्च करेंगे। इससे स्थानीय मरीजों को इसका सीधा लाभ मिल सकेगा। कम्युनिटी मेडिसीन विभागाध्यक्ष डॉ. एसके लिखार ने बताया कि बुधवार को ही पीजी संबंधित सभी प्रक्रियाओं को पूरा कर लिया गया है।स्नातकोत्तर कम्युनिटी मेडिसीन में सीटें पहले ही मिल चुकी हैं। इस बार 11 डिपार्टमेंट में पीजी क्लासेस खोलने की प्रक्रिया को पूरा कर लिया गया है। अगले शिक्षा सत्र में 11 डिपार्टमेंट में 58 पीजी सीट पर काम किया जाएगा।

High court junks 2017 Telangana GOs to raise PG medical fees
Hyderabad: The state government transgressed its purview in fixing fees for PG medical courses in private medical colleges, the Telangana high court said on Wednesday as it struck down two GOs (41 & 43) issued in 2017 raising it substantially.
The HC also directed private colleges to refund the excess money collected from students and to release the original certificates of those who had completed their PG courses within 30 days.
“Colleges cannot insist that students clear dues related to the excess fee,” said a bench of Chief Justice Satish Chandra Sharma and Justice Shameem Akther while disposing of PILs filed by the Healthcare Reforms Doctors Association and a few others challenging the state’s action.
Agreeing with the argument of petitioner’s counsel Sama Sandeep Reddy, the bench said that fixing fees is the job of the Admission and Fee Regulatory Committee (AFRC) and the state has no role.
The state, in this case, had done this job even after being aware that the same was done by the AFRC for the block period 2016-19. In fact, the state itself had notified the AFRC recommendations for the period 2016-19, but subsequently the special chief secretary kept urging the AFRC to review the fee structure which the latter refused to do.
When the HC asked additional advocate general J Ramachandra Rao about state’s authority to issue GOs 41 and 43 on May 9, 2017, raising PG medical raising PG medical course fees for minority and non-minority medical colleges even after it was fixed by AFRC, he admitted that the job belonged to the AFRC and the Supreme Court too had made it clear that state governments should not venture into tasks meant for AFRCs. Sandeep said that the HC decision to strike down the GOs would help thousands of PG medical and dental doctors sitting idle because all their original certificates were being illegally withheld by colleges in the state.
“All these doctors will now be available for service in both government and private sectors. This would strengthen the medical and health infrastructure in the state, especially during the pandemic,” Sandeep said.
