NATIONAL MEDICAL COMMISSION AMENDMENT NOTIFICATION New Delhi, the 23rd April, 2026 F. No. CDN-19012/2/2025-Coordination-NMC.––In exercise of the powers conferred by subsection (d) of subsection (1) of Section 24 read with Sections 26, 28 and 29, of the National Medical Commission Act, 2019 (Act No. 30 of 2019), the National Medical Commission, the Under Graduate Medical Education Board hereby makes the following amendments in : the "Guidelines under Regulation 10 of the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulation 2023 in short (UG-MSR 2023)" and Regulation 19 of the Graduate Medical Education Regulations 2023 notified in Extraordinary Gazette of India Part-III Section 4 vide ADVT-III/Exty/360/2023-24 dated 16.08.2023:- 1. In Chapter –I under the heading objectives: The following objective in the UG-MSR 2023 ‘Colleges seeking increased number of seats cannot exceed a total of 150 MBBS students from the Year 2024-25’ shall be deleted. 2 . In Chapter –I under the heading objectives: The proviso under the Objective in the UG-MSR 2023 “Provided that medical college shall follow the ratio of 100 MBBS seats per 10 lakh population in that state/U.T’’ shall be deleted. 3. In the Schedule I under the A.1.GENERAL the existing phrase ‘The distance between the plots of college and hospital shall have a travel time of maximum of 30 minutes’ shall be read as: ‘The maximum distance between the plots of college and hospital shall be 10 Km and in the case of North Eastern Region States and Himalayan States, maximum distance between the plots of college and hospital shall be 15 Km’. मेडिकल कॉलेजों में नोन क्लिनिकल विषयों में कितने प्रतिशत टीचर्स हो सकते हैं नॉन मेडिकल फील्ड से ?
Anatomy, Physiology, Pharmacology & Microbiology : Non-medical teachers may be appointed to the extent of 30% of the total numbers of the posts in the department.
In the Biochemistry department : Non-medical teachers may be appointed to the extent of 50% of the total numbers of the posts in the department.
* Such candidates after appointment as Assistant Professor may be promoted to higher teaching post, subject to the condition that they possess the Ph.D. degree in the subject.

नीट पीजी में प्रवेश हेतु सेवारत चिकित्सकों को बोनस अंकों का प्रावधान एमसीआई द्वारा किया गया है, संशय यह था कि किन इलाकों में कार्यरत चिकित्सकों को यह लाभ दिया जाए ? चूँकि संविधान के अनुसार हेल्थ एक स्टेट सब्जेक्ट है यानि सभी पालिसी स्टेट को बनानी होती हैं | हर स्टेट के अपने अलग क्राइटेरिया हैं | ज्यादातर जगहों को ग्रामीण, दुर्गम, दूरस्थ, पहाड़ी, ट्राइबल, रेगिस्तानी आदि इलाकों में विभाजित किया गया है | 2018 से पूर्व में एमसीआई ने केवल दुर्गम अथवा दूरस्थ इलाकों को ही बोनस अंक के योग्य माना था लेकिन 05.04.2018 के गैजेट नोटिफिकेशन में इसे ग्रामीण अथवा दुर्गम अथवा दूरस्थ कर दिया गया है | यानि जो भी ग्रामीण भत्ते के हक़दार हैं वे बोनस अंको के भी हक़दार हैं | ग्रामीण क्षेत्रों को परिभाषा राज्य के अधीन आती है जिसके अन्तर्गत आने वाले संस्थाओं को हर वर्ष नोटिफाई किया जाना होता है क्यूंकि कई जगह नए संस्थान खुल जाते हैं तथा कुछ संस्थान ग्रामीण की परिभाषा से बाहर भी हो सकते हैं |

नीट पीजी काउंसलिंग और वकीलों की चांदी
मेडिकल पीजी की एक सीट करोड़ रुपये की मानी जाती है, सो साफ़ है कि हर सीट के लिए घमासान होता है, ब्रांच का लालच हो या पीजी का तमगा, ख़ास तो होता ही है, अगर इसके लिए पढाई के साथ कुछ क़ानूनी लड़ाई में पैसे खर्च हो जाएँ तो भी कम ही हैं | लगभग हर साल ही काउंसलिंग कोर्ट में घसीटी ही जाती है, कोर्ट यानी वकील, वकील यानि मोटी फीस, वो भी नकद में | हर वकील सोचता है कि डॉक्टरों के पास पैसों की क्या कमी ? सो तैयार रहते हैं, हालांकि सरकारी ग्रामीण भत्ताधारी चिकित्सकों के पास कहाँ पैसा है लेकिन वकील उनकी तुलना जयपुर के एसएमएस वाले मोटे डॉक्टरों से करते हैं, सो बेचारे सरकारी डॉक्टर चंदा चपाटी करके ये फीस चुकाते हैं | पिछले तीन साल में केस जयपुर से दिल्ली तक गए और फीस लाखों से करोड़ों तक गयी | इसी बीच जयपुर में कुछ युवा वकीलों ने मेडिकल लाइन में ही कैरियर बनाने कि ठानी और वे दिल्ली की सभी सुनवाइयों में खुद के खर्चे पर जाने लगे, मकसद यह दिखाना कि हम मेडिकल के केसों के जानकार हैं, पधारो म्हारे ऑफिस, कई कॉलेज वाले छात्र उनके यहाँ पधारने लगे | एक युवा वकीलन ने तो मेडिकल कॉलेज हॉस्टल के आस पास फ्रेशर ढूंढने कि कोशिश करी ताकि एक बार कैसे भी मामले को खुद के पैसे खर्च करके भी कोर्ट में पटक दिया जाए ताकि फिर एक बार माहौल बन जाए तो वो दिल्ली तक जाए, कैरियर भी बने और कैशियर भी | यानि जबरदस्ती शुरुआत की कोशिश की जा रही है जबकि राजस्थान में कोई किसी भी तरह का केस बनता ही नहीं, गिने चुने सेवारतों के काम चलाऊ नंबर आये हैं, फील्ड से ज्यादातर लोग कॉलेजों में जा चुके हैं, अब बचे ही बहुत कम हैं, जो हैं वे भी एक दो साल में ही आये हैं | अतः सावधान रहें, चांदी बचा कर रखें |

Impact of Tamilnadu High Court decision in Rajasthan about NEET PG bonus marks
मेडिकल काउंसिल ऑफ इंडिया के गैजेट नोटिफिकेशन की अनुपालना में सेवारत चिकित्सकों को पीजी कोर्सेज में प्रवेश हेतु लगने वाली नीट परीक्षा में उनके प्राप्तांकों के प्रतिशत के रूप में बोनस अंक दिए जाते हैं | राजस्थान राज्य में कार्यरत सेवारत चिकित्सकों को 1 साल के 10% तथा अधिकतम 3 साल के 30% अंक बोनस के रूप में दिए जाते हैं | पिछले साल के मेडिकल काउंसिल ऑफ इंडिया के गैजेट नोटिफिकेशन के अनुसार सभी रूरल/ग्रामीण सेवारत चिकित्सकों को बोनस अंक का हक़ है, चूँकि राजस्थान ऐसा राज्य है जिसमें पहले से ही इलाकों को पहाड़ी, दुर्गम, दूरस्थ और ग्रामीण (Hilly/Difficult/Remote/Rural) में बांटने के बजाय केवल ग्रामीण क्षेत्र में ही बांटा गया है जिसका आधार केवल ग्रामीण भत्ते (Rural Allowance) को माना गया है यानी जिसे यह भत्ता देय है वह बोनस अंक का हकदार है |
देखा जाए तो यह एक बड़ी पालिसी है जो एमसीआई के गैजेट और ग्रामीण भत्ते पर टिकी है, साथ ही पिछले सालों के सुप्रीम कोर्ट के फैसलों में भी इन दोनों को ही सही ठहराया गया है, ऐसी स्थिति में राजस्थान में 10-20-30 बना रहेगा, वो भी हर स्थिति में |

21 साल बाद बदलेगा MBBS का सिलेबस, जानें मुख्य बदलाव
21 साल बाद मेडिकल कौंसिल ऑफ़ इंडिया ने निर्धारित किया है की MBBS के सिलेबस को बदला जाए और इसमें कुछ महत्वपूर्ण अंगों का समावेश किया जावे, जैसे की डॉक्टर-मरीज सम्बन्ध, मानसिक स्वास्थ्य, नैतिक शिक्षा आदि |
बदले हुए सिलेबस को वर्ष 2019 से लागु किया जाना प्रस्तावित है |
मुख्य बदलाव –
एथिक्स (नैतिकता) – चिकित्सकीय नैतिकता, जानकारी गुप्त रखना, संवेदनशीलता
कम्युनिकेशन (वार्तालाप) – मरीजों और परिजनों से प्रभावी बातचीत, फसाद से बचना
मेंटल हेल्थ (मानसिक स्वास्थ्य) – तनाव, खीज, अवसाद के प्रभावित लोगों से समन्वय और इनकी पहचान, सलाह
पब्लिक हैल्थ (जन स्वास्थ्य) – ग्रामीण स्वास्थ्य, बचाव एवं सामाजिक स्वास्थ्य, संचारी-असंचारी रोग
ऑर्गन डोनेशन (अंगदान) – जानकारी और जनजागरूकता, भ्रामक जानकारियों की रोकथाम, फायदे
उपरोक्त सभी विषय नए हैं और इनका ज्ञान नए चिकित्सकों को होना अति आवश्यक है 🙂
डॉक्टरों के किया अपना प्रचार तो रद्द होगा लाइसेंस
मेडिकल कौंसिल ऑफ़ इंडिया के कंडक्ट कोड के अनुसार कोई भी डॉक्टर अपना प्रचार प्रसार नहीं कर सकता है तथा कोई भी अस्पताल इस तरह का प्रचार नहीं कर सकता है की हमारे यहाँ ये ये चिकित्सक उपलब्ध हैं ।
इसके बजाय अस्पताल इस तरह का प्रचार कर सकते हैं कि उनके यहाँ क्या क्या सुविधाएँ उपलब्ध हैं और कौन कौनसी विशेज्ञता के चिकित्सक उपलब्ध हैं ।
अतः सभी अस्पतालों और चिकित्सकों से अपील है की वे नियमानुसार ही प्रचार प्रसार करें अन्यथा फालतू की क़ानूनी पेचीदगी में फंस सकते हैं ।

Section 6.1 of the MCI code makes it a crime. According to the code,
‘Soliciting of patients directly or indirectly, by a physician, by a group of physicians or by institutions or organisations is unethical. A physician shall not make use of him / her as subject of any form or manner of advertising or publicity through any mode either alone or in conjunction with others which is of such a character as to invite attention to him or to his professional position, skill, qualification, achievements, attainments, specialities, appointments, associations, affiliations or honours and/or of such character as would ordinarily result in his self-aggrandizement. A physician shall not give to any person, whether for compensation or otherwise, any approval, recommendation, endorsement, certificate, report or statement with respect of any drug, medicine, nostrum remedy, surgical, or therapeutic article, apparatus or appliance or any commercial product or article with respect of any property, quality or use thereof or any test, demonstration or trial thereof, for use in connection with his name, signature, or photograph in any form or manner of advertising through any mode nor shall he boast of cases, operations, cures or remedies or permit the publication of report thereof through any mode.’
