30 Medical Teachers terminated
उत्तरप्रदेश के विभिन्न सरकारी मेडिकल कॉलेजों में लम्बे समय से अनुपस्थित चल रहे 30 चिकित्सा शिक्षकों की सेवायें समाप्त करने की कारवाई शुरू हो गयी है। इन चिकित्सा शिक्षकों के खिलाफ कारवाई करने के लिए चिकित्सा शिक्षा मंत्री आशुतोष टण्डन ने निर्देश दिये हैं।
प्रमुख सचिव चिकित्सा शिक्षा डॉ. रजनीश दुबे ने यह जानकारी देते हुए बताया कि इन सभी शिक्षकों को नोटिस जारी कर सेवायें समाप्त करने की कार्यवाही शुरू कर दी गयी है। उन्होंने बताया कि ये सभी चिकित्सा शिक्षक बिना अनुमति लिए अनाधिकृत रूप से लम्बे समय से अनुपस्थित चल रहे हैं जिसके कारण राजकीय मेडिकल कालेजों एवं चिकित्सालयों में समस्या आ रही थी। श्री दुबे ने बताया कि जिन चिकित्सा शिक्षकों के विरुद्ध कार्यवाही की गयी है उनमें जीएसवीएम मेडिकल कॉलेज कानपुर के 8, एसएन मेडिकल कॉलेज, आगरा के 6, एलएलआरएम मेडिकल कॉलेज, मेरठ के 3, राजकीय मेडिकल कॉलेज कन्नौज के 4, मेडिकल कॉलेज जालौन, गोरखपुर व आजमगढ़ के 1-1 चिकित्सा शिक्षक शामिल हैं। इसके अतिरिक्त हृदय रोग संस्थान, कानपुर के 3 चिकित्सा शिक्षक और जेके कैन्सर इन्स्टीट्यूट, कानपुर के 3 हैं ।
Return on Duty after leave
Rejoining duty on return from Leave on medical grounds
- An employee who has been granted leave on medical certificate is required to produce a medical certificate of fitness before resuming duty.
- Leave sanctioning authority may secure second medical opinion, if considered necessary.
Rejoining duty before the expiry of leave
Except with the permission of the authority, who granted leave, no member of the staff on leave may return to duty before the expiry of the period of leave granted to him.
Maximum period of absence from duty
- No member of the Service shall be granted leave of any kind for a continuous period exceeding five years.
- A member of the service who remains absent from duty for a continuous period exceeding five years other than on foreign service, whether with or without leave, shall be deemed to have resigned from the service.
Uniform is compulsory for medical staff
Dress Code is Universal for all Medical Staff !

# Rule – If Any Staff comes without proper uniform than mark his 1/2 CL
(In this case he have to complete his duty also)
After Half time if again he comes without uniform than again mark 1/2 CL and he is also liable to complete his duties.
if comes with uniform after half time than now give him 1/2 P for that and appreciate and encourage him for coming next day in proper uniform otherwise he will lose casual leave again.

Duty and Timings
What is Duty –
The order No.F.1 (5)FD/Rules/201 0 dated 14.12.2012 issued by the Finance Department, Govt. of Rajasthan for clarifying if the period of Journey from residence to. office and vice versa is part of “Duty” of employees under various Regulations or not. Accordingly,
it is clarified that in the following cases an employee of Department shall be treated as on “Duty”:-
(1) The “Duty” starts at the hours Department’s employee report for “Duty” on a particular day or takes charge of the post and ends at the hours he left his duty point. Accordingly, the period of journey from residence to office and vice versa is not a part of “Duty”.
(2) The period of absence on tour-from headquarters begins at the hours on the day on which the Department’s employee actually leaves his residence/office and ends at the hours on. the day on which he returns thereto is “Duty” excluding the period of leave including casual leave, if any, availed during tour.
(3) A Department’s employee is to be treated on election duty as soon as he leaves his residence/office to report for any election related duty including training and until he reaches back his residence/office after performance of his election related duty. If any mishap takes place during this period, it should be treated as having occurred on election duty subject to the condition that there should be a casual connection between occurrence of injury/death and the election duty.
Types of Duty –
1. Breaking duty – 6 Hours (In 2 shifts; Morning & Evening both time)
2. Regular duty – 8 Hours (Morning or Evening)
3. Office duty – 9 Hours (1 hour lunch break)
4. Night duty – 12 Hours

1 April – 30 September :
Morning – 08:00 am to 12:00 pm
Evening – 05:00 pm to 07:00 pm
Morning – 09:00 am to 01:00 pm
Evening – 04:00 pm to 06:00 pm
Evening – 02:00 pm to 08:00 pm
Night – 08:00 pm to 08:00 am
