Demand far exceeds supply! Parliamentary Panel Notes need to increase MBBS, PG medical seats in India

New Delhi: There is a need to significantly increase medical seats in both undergraduate and postgraduate courses, a parliamentary committee said, noting that the government’s existing scheme of establishing new medical colleges attached to district or referral hospitals can help in achieving this goal.

The Department-related Parliamentary Standing Committee on Health and Family Welfare in its its 157th report ”Quality of Medical Education in India” presented in Rajya Sabha noted that the current situation regarding medical seats both in undergraduate and postgraduate courses is a critical issue that warrants immediate attention.

”With an annual influx of approximately 2 million aspiring medical students at UG and only 1/20 times available seats, the demand far exceeds the supply, similarly, the number of available seats at PG level is far less than the demand,” the committee said in its report.

It acknowledged the urgency of addressing this challenge while maintaining the quality of medical education at its highest standard.

The panel further recommended to the Union health ministry that it is essential to make optimal use of the existing infrastructure.

Ensuring that all available resources and facilities are utilized efficiently can help accommodate a larger number of students without compromising the quality of education.

Additionally, streamlining the admission process by implementing a standardised national entrance examination can improve fairness and transparency in seat allocation, the panel said.

The committee has taken note of the detailed Minimum Standards Regulations (UG-MSR) notified on August 162023. While examining the subject, it came across several concerns over some of the guidelines for opening of a new Medical College and also regarding permission to increase the number of undergraduate seats.

The permission for an increase in MBBS seats will be granted for 50, 100 and 150 seats from the academic year 2024-25.

The committee noted that based on the guidelines for 200 and 250 seats at various places have provisions for infrastructure and faculty positions. it further said that many medical colleges have 200 and 250 seats adding that the ideal batch size for a faculty to impart teaching is 150.

The committee, however, stated that as per the guidelines, given the infrastructure and faculty position required in place, a college, whether old or new, may be considered for granting permission to increase, in phases, the undergraduate seats up to a maximum of 250.

The committee also suggested exploring the avenue of encouraging private investment in medical education and said providing incentives and regulatory support to private institutions willing to establish medical colleges can not only increase seat availability but also introduce healthy competition and innovation in medical education.

It also recommended the ministry to leverage technology for distance learning and organise virtual classrooms that can be a supplementary solution to address the shortage of seats, allowing a more significant number of students to access medical education without overburdening physical infrastructure.

The committee further pointed out that the WHO norms recommend a doctor-population ratio of 1:1000, and according to the NMC, the country has already achieved a ratio of 1:856.

However, the concern area associated with opening a new medical college is the number of prescribed department-wise and total patient Bed capacity, read along with the requirement of their 80 per cent average occupancy in the attached hospital, it said.

The committee recommended the government that such one size-fits-all criterion prescribed in the UG-MSR may be revisited to take into account the geographic imbalances, if any, and formulate region-specific guidelines/ norms.

Bayer CEO says company stands behind glyphosate

Frankfurt: Bayer’s CEO has said that the healthcare and crop chemicals group continues to firmly back its glyphosate weedkiller even after a recent courtroom loss in U.S. litigation over an alleged carcinogenic effect.

When asked whether Bayer would alter its legal strategy, CEO Bill Anderson said in a media call that glyphosate is approved and deemed safe by regulators in every major jurisdiction.
“We stand firmly behind the product and that assessment,” said Anderson.
Bayer was last month ordered to pay $2.25 billion to a Pennsylvania man who said he developed cancer from exposure to glyphosate, though the amount of damages is expected to be reduced on appeal.

NEET 2024: Know how to apply for MBBS entrance exam

New Delhi: In its recently released information bulletin, the National Testing Agency (NTA) the exam conducting body of NEET 2024, has notified on the registration process in detail for all the aspirants seeking admission in MBBS, BDS courses.

Merely appearing and qualifying in NEET (UG) – 2024 does not confer any right to the candidate for admission to Undergraduate Medical Courses. The selection and admission to Undergraduate Medical Courses seats in any Medical Institution recognized for offering Undergraduate Medical Courses is subject to fulfilling the admission criteria, eligibility, rank in the merit list, medical fitness, and such other criteria as may be prescribed by the Government of India, respective States, Universities, Institutions and Medical/ Dental/ Ayurveda/ Siddha/ Unani/ Homeopathy Colleges.

Applications of candidates submitting false and fabricated information will be rejected and such candidates will be further debarred from appearing in examinations conducted by NTA. Such candidates will also be prosecuted under applicable laws for a criminal offense and suitably penalized.

Incomplete applications and applications not in accordance with instructions are liable to be rejected without any further intimation.

The examination fee once deposited will not be refunded. The fee will not be carried forward to a future examination.

Applications once submitted cannot be withdrawn. Candidates must note that mere deduction of fee from the bank account is not proof of fee payment. The payment should be supported by fee payment and generation of the Confirmation Page.

Instructions in the Information Bulletin may change /be updated based on decisions taken by the NTA and other authorities from time to time. Candidates are advised to regularly check the websitehttps://exams.nta.ac.in/NEET for any further updates or information.

NTA reserves the right to withdraw permission, granted inadvertently if any, to a candidate who is not eligible to appear in the NEET (UG) – 2024 even though the Admit Card has been issued by the NTA.

Candidate’s eligibility for NEET (UG) – 2024 is purely provisional and is subject to fulfillment of eligibility criteria prescribed by the NMC / DCI / NCISM /NCH / CCIM / CCH / Ministry of Health & Family Welfare / Ministry of AYUSH, as the case may be.

In case of any ambiguity in the interpretation of any of the instructions/ terms/ rules/ regulations/ criteria regarding the determination of eligibility/ information contained therein, the interpretation of the NMC/ DCI/ NCISM/ NCH/ CIM/ CCH/Ministry of Health & Family Welfare / Ministry of AYUSH, as the case may be, shall be final and binding.

In case of any ambiguity in the interpretation of any of the norms /terms /rules/instructions regarding registration of candidates, allocation of Exam Centre, issuance of Admit Card, the conduct of exam and publication of Result and All India Rank (AIR), the interpretation /determination of NTA shall be final and binding.

The conduct of the NEET (UG) – 2024 Examination would be videographed. The candidates are required to keep their heads in an upright position and face the camera during the videography so that their identity can be clearly established. The candidates should agree to the videography during the examination.

Readiness for filling up Application Form

A candidate can apply for the NEET (UG) – 2024 by logging on to https://exams.nta.ac.in/NEET

Before submitting of application form, make the following preparations:

i. The information to be filled in the Online Application Form such as names of Father/Mother and Candidate with correct spellings/ Class 12 Admit Card with Photograph/Election Card (EPIC No.)/Passport number/Ration Card Number/ Bank Account Number/Other valid Govt. Identity Card Number, Date of Birth, Address, Mobile Number, email id, etc. may be kept ready. Candidates are advised to check the “Replica of Application Form” as given in (Appendix-XXI), before the actual filling of the Application.

ii. The candidates need to provide any one of the following identity details given below:

Instructions for completing the Online Application Form

The candidate, before submitting the application form online, must ensure his eligibility to appear in the test. The candidate is required to go through the Information Bulletin carefully and be clear about all requirements with regard to the submission of the Application Form.

The Candidate should fill in complete correspondence and permanent address with the pin code, e-mail address, and mobile number (own or Parents/Guardian only) for future correspondence.

Candidates must ensure that mobile numbers and e-mail ID filled in the online Application Form are their own or Parents/Guardian only as NTA will communicate through SMS or e¬mail on the given mobile number and e-mail ID.

Candidate should not give the postal address, contact number/mobile number, and e-mail ID of Coaching Centres in their Online Application Form.

Those Candidates who have passed should fill Code [02 to 07] against the column provided for in case of Qualifying Examination

Candidates appearing in Class 12 in 2024 should select a qualifying code as 01.

The Application Form other than the one filled in online mode will not be accepted. The Candidates are not required to send the Confirmation Page of the Online Application Form or any other document to the NTA. However, the candidates are advised to preserve at least four copies of the Confirmation Page along with the proof of fee paid for future reference.

Candidates from UT of J&K and Ladakh are required to submit an online Self Declaration for seats under 15% All India Quota.

NOTE:

i. Request for change in any particulars in the online Application shall not be entertained under any circumstances.

ii. Incomplete Applications shall be summarily rejected.

iii. If a candidate submits more than one Application Form, his candidature will be cancelled.

iv. If during any stage of examination, any doubt arises that a candidate has filled in multiple forms or impersonated or not provided genuine information or given fake or false, information or the likes such a candidate can be asked to give additional proof of his identity at any point of time.

v. If at any stage, including after declaration of result, it is found that the candidate has submitted duplicate forms or has been involved in any form of impersonation or fabricated facts, such candidate shall be liable for severe penalty including being debarred from taking the NTA examination for a period of three years. Such candidates shall also be liable for suitable criminal action under relevant laws of the country.

vi. Online Transaction Password (OTP) generated on the NEET (UG) – 2024 website while registering/submitting the form will be valid for 15 minutes only. After the lapse of this period, candidates need to click on the link “RESEND OTP” to generate a new OTP.

Fill in the complete Application Form

The application particulars entered in Step-I can be edited before the final submission of the Application Form except for Mobile No. and Email address, which may not be changed after Step-I.

Category: General, General-EWS, SC, ST & OBC-NCL are available in the drop-down list under the Category option. No Caste Certificate is to be uploaded in the Online Application Form of NEET (UG) – 2024, necessary document (s) related to Caste / Community will be verified at the Counselling by concerned Central/State Counselling Authority.

• Other Backward Classes (OBC-NCL)- Non-Creamy Layer as per the Central List of Other Backward Classes available on National Commission for Backward Classes (NCBC), Government of India website (www.ncbc.nic.in). Thus, the candidates falling in this list may mention OBC-NCL in the Category Column. State list OBC-NCL Candidates who are not in OBC-NCL (Central List) must choose General.

• Economically Weaker Section (EWS) – As per the OM No. 20013/01/2018-BC-II dated January 17, 2019, issued by the Ministry of Social Justice and Empowerment and the OM No. 12-4/2019-U1 dated 17.01.2019 as well as the Letters No 35-2/2019- T.S.I dated 21.01.2019, 01.02.2019, 04.02.2019, and 15.02.2019 of the MHRD Department of Higher Education (now known as Ministry of Education) regarding the implementation of reservation for Economically Weaker Sections (EWS) for admission in Central Educational Institutions.

Nationality: Indian Nationals, Non-Resident Indians (NRIs), Overseas Citizens of India (OCI) & Foreign Nationals are eligible to appear in NEET (UG) – 2024.

PwBD Status: “PwBD” means Person with Benchmark Disabilities in accordance with the

provisions of the Rights of Persons with Disability Act, 2016 and as per MCI Regulations dated May 13, 2019 (Appendix-VII), if claiming the relaxation under the PwBD category.

Choice of Examination Cities: The candidate should select any four cities of their choice for examination of NEET (UG) – 2024 given in Appendix-VI. Allotment of Centre is made by computer and there is no human intervention.

Medium of Question Paper:

• Candidates opting for English would be provided Test Booklet in English only.

• Candidates opting for Hindi/Regional Language would be provided Bilingual Test Booklet i.e. in Hindi/Regional Language and in English. In case of any ambiguity in the translation of any of the questions, its English version shall be treated as final.

Academic Details (Class 10, 11 & 12): The candidate has to fill in the complete academic details of the 10, 11 & 12/Qualifying Examination. Candidates who passed should fill Code [02 to 07] against the column provided for Qualifying Examination. Candidates appearing in Class 12 in 2024 should select a qualifying code as 01.

Note:

• Only one application should be submitted by a candidate.

• Once finally submitted, particulars in certain specific fields may be changed only during the correction window. After that, no communication in this regard would be entertained.

• Registration will be treated as complete only if the fee has been transacted successfully, else the form will be cancelled.

• Candidates are not required to send/ submit a hard copy of the Confirmation Page to the NTA office. However, the candidates are advised to retain the hard copy of the Confirmation Page, and a proof of fee submitted for future need.

• Candidates must note that mere deduction of fee from the bank account is not proof of fee payment. The payment should be supported by an updated fee. The generation of the Confirmation page is proof of successful submission of the Application Form.

• The details filled by the candidate like candidate category, phone number, and email, etc. in NEET (UG) – 2024 application will be used for the purpose of all India quota seats counselling. No request for change in candidate category at the time of all India quota seats counselling will be entertained by the counselling authority designated by the Central Government.

Note: Due to the COVID outbreak, no examinations were conducted for 2021 batch of Class 10 (Tamil Nadu State Board). Accordingly no marks were given in the marksheet and ‘pass’ is printed in all subjects with a disclaimer – “As per G.O. (Ms) No. 48, School Education (G.E.) department dated: 25.02.2021, all candidates who studied SSLC in the academic year 2020-21 are declared passed.”

While filling up of the online Application Form of NEET (UG) – 2024, when the candidate selects ‘Passing year’ as 2021 with ‘School Board’ as Tamil Nadu State Board of School Examination (Sec.), the Result Mode field will be disabled and the associated fields for Marks/CGPA will be invisible for Tamil Nadu State Board candidates who have passed their Class 10 in year 2021.

• Spectacles are allowed only if being used regularly.

• Polaroid and Computer-generated photos are not acceptable.

• Applications not complying with these instructions or with unclear photographs are liable to be rejected.

• Application without photographs shall be rejected.

• The photographs need not be attested. Candidates are advised to keep 6 to 8 passport size and 4 to 6 Post Card size (4”X6”) colour photographs with white backgrounds.

• Candidates may note that if the photographs uploaded are found to be fabricated i.e. de¬shaped or seem to be hand-made or computer made, the application of the candidate will be rejected and the same would be considered as using Unfair Means and the candidate would be dealt with accordingly.

• In case someone else’s photographs have been uploaded, the candidature shall be cancelled and the case will be considered as an Unfair Means Case. Criminal action as per laws of the land shall also be initiated.

Note: Same Passport size and Post Card size photographs are to be used for uploading with Online Application Form and for pasting on Attendance Sheet at the Examination Centre / Counselling / Admission. Candidates are reminded to keep 6 to 8 passport size and 4 to 6 Post Card size (4”X6”) colour photographs with white background.

Candidate’s Signature: to be uploaded in JPG format

• The candidate should put his full signature in running handwriting [not in the capital letter] on white paper with a Black Ink pen and scan for uploading.

• File size must be between 4 kb to 30 kb.

• The unsigned Online Application Forms will be rejected.

• In case someone else’s signature has been uploaded, the candidature shall be cancelled and the case will be considered as an Unfair Means Case. Criminal action as per laws of the land shall also be initiated.

Candidate’s Left and Right hand Fingers and Thumb impressions: to be uploaded in JPG format

• The candidate should put Left and Right hand Fingers and Thumb impressions as per the Template provided (Appendix-XX)

• File size must be between 10 kb to 200 kb.

Further, unclear Left and Right hand fingers and thumb Impressions in Online Application Forms will also be rejected.

Step 3: Fee payment

After completing Step 3 of the online Application Form, candidates may remit the examination fee by choosing the following options:

• Select Debit/Credit Card/Net-banking/UPI (Service/Processing charges per transaction & GST (as applicable) to be paid by the candidate wherever applicable) and complete the steps as instructed.

• Print the Confirmation Page after completion of Step 3 i.e. payment through Debit/Credit card/ Net-banking/UPI through State Bank of India/Canara Bank/HDFC Bank/ICICI Bank.

• If a candidate fails to complete all the steps upto Step 3, the final submission of the Online Application will remain incomplete and unsuccessful.

• Generation of Confirmation Page confirms final submission of Application Form. If Confirmation Page has not been generated, this means that Application Form has not been submitted successfully.

Note: In case, the fee payment status is not ‘OK’ the candidates are advised:

• If the fee is paid through a credit/debit card and the status is not OK, it means the transaction is cancelled. Therefore, such candidates have to pay the fee once again and ensure the OK fee status.

• For a cancelled transaction, the amount deducted (if any) in the process of a failed transaction, may automatically be refunded to the concerned Candidate through the same Bank / Payment Gateway / Payment mode through which the transaction was made.

• In case the Confirmation Page is not generated after payment of the prescribed Fee, then the candidate should approach the concerned Bank/Payment Gateway integrator (in the helpline number and email given in Appendix-XIX of the Information Bulletin), for ensuring the successful payment.

In spite of the above, if a successful transaction is not reflected on the Portal, the candidate may contact NTA Helpline. If the payment issue is still not resolved, the candidate may pay a second time.

However, any duplicate payment received from the candidate by NTA in the course of said transactions will be refunded through the same payment mode through which the duplicate payment is received, after fee reconciliation by NTA.

The candidates are advised to ensure the following points before submitting the Online Application Forms:

(i) Whether they
fulfill the prescribed eligibility conditions for the Test

(ii) That they
have selected their gender viz. Male/Female/Third Gender correctly.

(iii) That they
have selected their category viz General/General-EWS/OBC-NCL
(Non-Creamy Layer)/SC/ST correctly.

(iv) That the Person
with Benchmark Disability
candidate has filled the relevant column in the
Online Application Form correctly. Only PwBD candidates with Benchmark
disabilities have to fill this column and the others have to leave it blank.

(v) Whether they
have kept a Printout of Application Form (Confirmation Page) for their
own record.

Bayer Healthcare backed Metagenomi cuts US IPO valuation target to USD 563 million

New Delhi: Genetic medicines company Metagenomi Technologies said on Thursday it is aiming for a valuation of $563 million in its U.S. initial public offering (IPO), a number that is at the low end of its initial target range.

The company, backed by Moderna and Bayer Healthcare, plans to raise about $93.8 million by selling 6.25 million shares at $15 apiece.
That is the lower end of its price range of $15-$17 per share. At $17 per share, Metagenomi would have had a market value of $638 million.
Metagenomi, one of a string of healthcare companies that have recently sought to go public, is developing therapies for genetic diseases like hemophilia A.
All of its revenue has been generated from three collaboration agreements, including one with Moderna, and not any product sales. The company is yet to turn a profit.

UP: State Budget sets Rs 10 crore to boost medical infrastructure at IIT Kanpur

Kanpur: The Uttar Pradesh state budget unveiled on Monday has brought good news for medical infrastructure in the state as it has earmarked Rs 10 crore for the financial year 2025-26 to establish a School of Medical Research and Technology (SMRT) along with a 500-bed Super Speciality Hospital at the prestigious Indian Institute of Technology (IIT), Kanpur.

Notably, the foundation stone for the Gangwal School of Medical Sciences and Technology and Yadupati Singhania Super Speciality Hospital was laid by Union Minister for Education, Skill Development, and Entrepreneurship, Dharmendra Pradhan, in July 2022 at the IIT Kanpur campus.

This initiative makes IIT Kanpur the first IIT to house a medical school within its premises. The school’s nomenclature pays homage to the notable contributions of distinguished alumnus Rakesh Gangwal, co-founder of Indigo Airlines.

The announcement has spread joy and enthusiasm among the institute’s staff and students. As per a recent media report by Times of IndiaDirector, IIT Kanpur, Prof. Abhay Karandikar said, “We had a dream to set up a medical school on the IIT Kanpur campus for the benefit of people and the nation at large. Recruitment for 29,000 posts at various AIIMS done in last six month: Govt

Madurai: Recruitment for 29,000 posts at various All India Institutes of Medical Sciences (AIIMS) have taken place in the last six months, Union Health Minister Mansukh Mandaviya said on Friday.

Emphasising that the government is focusing on providing the best tertiary care to people in their own states, the Health and Family Welfare Minister told the Lok Sabha that hiring is continuing at various AIIMS.

In response to supplementaries related to AIIMS, the minister said that in the last six months, recruitment has taken place for around 29,000 positions and hiring is happening on a rotation basis, including those of SC/ST and OBC.

The government wants all AIIMS to be fully functional and the priority is to ensure the best tertiary care in the states, he said during the Question Hour.

To a member’s query, Minister of State for Health and Family Welfare Bharati Pravin Pawar said there was a delay in land acquisition for the AIIMS at Madurai in Tamil Nadu.

The budget for this AIIMS has been revised, the master plan has been finalised and tender has been awarded, she said and assured the member that the AIIMS will come up.

Earlier, Speaker Om Birla made obituary references to two former members.

The House also stood in silence for a brief while as a mark of respect for the two former members — Harmohan Dhawan and Rubab Sayeda — who passed away recently.
