Fake Doctor Reg Aftermath: Rajasthan Health dept faces herculean task of now verifying 70,000 doctors

Jaipur: In the wake of the scam involving the alleged fake registration of doctors, the Rajasthan Health Department is currently engaged in the process of verifying the documents provided by more than 70,000 to the Rajasthan Medical Council (RMC) over the years.

This initiative has been taken to identify fake documents submitted to RMC by doctors after a Registrar of the Rajasthan Medical Council (RMC) along with two other personnel were recently suspended in connection a few days ago.

Medical Dialogues had reported that the decision to suspend the RMC Registrar and officials was taken based on an interim report by a five-member committee set up by the State Health Minister Gajendra Singh Khinvsar. Based on the interim report, the Registrar of the Council, Dr Rajesh Sharma, assistant administrative officer Akhilesh Mathur, and Junior Assistant Farhan were suspended with immediate effect.

In response, a five-member committee headed by the Commissioner of Medical Education Iqbal Khan has been assigned to verify the documents of the doctors. However, the task is hectic and burdensome due to the department’s transition from offline to online medical registrations in 2022, leading to a backlog of documents of over 70,000 doctors which are stored in rooms at RMC.

For a smooth process of verification, the health department has decided to implement a two-strategic approach to address the issue. One of the approaches is to assign a five-member committee to verify the online registrations submitted after 2022 while the other is to ask the new registrar to asses the offline documents submitted before the digital transition.

The health department also plans to collaborate with medical councils across different states. Its goal is to identify and revoke the registrations of fraudulent doctors and preventing them from practicing medicine.

Speaking to TOI, Principal Secretary (health) Gayatri Rathore said “We have divided the task of verification of the documents in two parts. While the five-member committee is verifying documents submitted by candidates after 2022, those submitted before 2022 are being looked at by RMC’s new registrar, who replaced the one placed under suspension in the case.”

“Identifying fake documents submitted to RMC by candidates remains a daunting task, and officials are seeking help from the public, doctors’ associations and informers to collect information on practitioners having fraudulent credentials. We will identify the suspected cases first and then check their documents,” said Iqbal Khan.

He emphasised, “with this life-saving therapy available inside the state for those in need of kidney transplants, an initial grant of ₹2 crore has been sanctioned which will immensely help the poor and needy who lack resources for such costly treatment.” The Union Health Minister noted that the facility is also available under PMJAY and HimCare health insurance schemes.

The facility will act as a catalyst for the establishment of multiorgan and bone marrow transplantation services in the near future. It is expected to assist 50-100 patients each year, in addition to raising awareness about organ donation.

During his visit, Shri Nadda visited different facilities of the institute and enquired about the availability of various patient care services and their functioning.

The Union Health Minister also chaired a high-level meeting to review the working of the institute and evaluate the implementation of important healthcare initiatives. Shri Anurag Thakur, MP (Lok Sabha), Shri Jai Ram Thakur, Ex-Chief Minister and Leader of opposition, Himachal Pradesh and senior officials from AIIMS Bilaspur, Union Health Ministry and the State Government were also present during the review meeting.

The institute’s achievements, current projects, and future goals for improving healthcare services in Himachal Pradesh were discussed at the meeting.

During the review, Shri Nadda praised the remarkable growth of AIIMS Bilaspur since its foundation was laid by the Hon’ble Prime Minister Shri Narendra Modi on October 3, 2017. He noted that significant milestones have been achieved by the institute since its launch, including the successful start of telemedicine services in May 2021, which has since helped over 20,000 patients across Himachal Pradesh.

OPD, radiology, and diagnostic facilities were opened in a limited capacity. AIIMS Bilaspur is equipped with 250-bed inpatient services, emergency and trauma care services, and advanced diagnostics like MRI and CT scans. Shri Nadda said that “healthcare facilities like the Cardiac Cath Lab and Radiotherapy services, which were opened earlier this year, have strengthened the institute’s ability to provide specialized services for the benefit of the masses”.

With 614 students now studying in various undergraduate, Post Graduate and super-specialty medical courses, B.Sc. (Hons)(Nursing) and B.Sc. (Allied Health Sciences) courses, the Union Minister expressed satisfaction with AIIMS Bilaspur’s dedication to medical education and research. It is anticipated that the 2025 launch of PhD programs would enhance AIIMS Bilaspur’s scholarly contributions to medical research.

Shri Nadda further announced the approval of the Government of India for setting up a Regional VRDL (Viral Research and Diagnostic Laboratory) in AIIMS Bilaspur at a cost of more than Rs 18 crore. Apart from this, he announced that 29 posts of Assistant Professors in the disciplines of Anaesthesiology (16), Physical Medicine & Rehabilitation (3), Trauma, Emergency & Critical care (10) have been created by the Government, apart from 98 non-faculty posts of various categories. He stressed that filling up of these posts will enable round-the-clock functioning of labs as well as proper utilization of expensive equipment and sophisticated machines, leading to effective functioning of the OTs.

During the review, a number of crucial issues were discussed. AIIMS Bilaspur proposed for integration of its drone and ambulance services with the district health resources to effectively cut down on the time it takes to transfer patients and medical samples from remote locations.

The Union Health Minister appreciated the proposed use of drone technology in healthcare, its integration with Ambulance services and assured all support for its implementation in very near future.

Shri Nadda reiterated the government’s commitment to continue fortifying the healthcare infrastructure in the region. He commended the advancements made by AIIMS Bilaspur within a short span of its establishment and stressed that the people of Himachal Pradesh and neighbouring regions would continue to benefit immensely from the top-notch medical education and healthcare services provided by the institute with active cooperation of the Govt. of India and the state government.

Fatehgarh Sahib’s RIMT Medical College Gets NMC Approval for 50 MBBS seats

Patiala: A private institution in
Fatehgarh Sahib, RIMT Medical College and Hospital, has received approval from
the National Medical Commission (NMC) to commence its MBBS program from the
current academic session with 50 seats.

With this latest approval, private medical colleges now offer 850 out of the total 1,550 MBBS seats available in the state. RIMT Medical College, which was initially denied permission in the NMC’s first list this year, successfully appealed and secured the 50 seats.

While the college initially applied for 100
seats, the NMC granted permission for half the number. This addition brings the
total number of private medical colleges in Punjab to 11, compared to just four
government institutions, reports Hindustan Times.

College principal Dr. B.S. Brar expressed hope
that the number of seats would increase to 150 in the coming years. He added
that these newly approved seats would likely be available for the second or
third rounds of counselling, considering that the first round admission has
already been completed, reports the daily.

“This is a positive
development for MBBS aspirants in Punjab. We are planning to increase the
number of seats to 150 in the coming years as we have the required
infrastructure as sought by the NMC,” said Brar.

However, the high cost of
medical education remains a challenge. In private medical colleges, the tuition
fee for an MBBS course under the management quota is ₹58.02 lakh, while a
government quota seat costs ₹22.54 lakh.

Meanwhile, the state
government’s promise of opening 16 new government medical colleges within five
years remains unfulfilled. Due to the lengthy process required for NMC
approvals, no new government medical college can begin operations before 2026.
Construction of proposed government institutions in Hoshiarpur and Kapurthala
is still ongoing, making it unlikely that they will be able to offer MBBS seats
in the next academic session.
