Post Graduate Medical Education Regulations 2000

SHORT TITLE AND COMMENCEMENT:
- These regulations may be called “The Postgraduate Medical Education Regulations 2000.
- They shall come into force on the date of their publication in the official Gazette.
- GENERAL CONDITIONS TO BE OBSERVED BY POSTGRADUATE TEACHING INSTITUTIONS:
- Postgraduate Medical Education in broad specialities shall be of three years duration in the case of degree course and two years in the case of Diploma course after MBBS and in the case of super specialities the duration shall be of three years after MD/MS with the exceptions wherever indicated.
- Postgraduate curriculum shall be competency based.
- Learning in postgraduate programme shall be essentially autonomous and self directed.
- A combination of both formative and summative assessment is vital for the successful completion of the PG programme.
- A modular approach to the course curriculum is essential for achieving a systematic exposure to the various sub-specialities concerned with a discipline.
- The training of PG students shall involve learning experience ‘derived from’ or ‘targeted to’ the needs of the community. It shall, therefore, be necessary to expose the students to community based activities.

लास्ट पे सर्टिफिकेट (एलपीसी) क्यूँ है महत्वपूर्ण ?
सेवारत चिकित्सक जब पीजी कोर्स में कोटे से प्रवेश लेकर मेडिकल कॉलेजेज में डिग्री/डिप्लोमा करने के लिए जाते हैं तो उन्हें “स्टडी लीव” देकर विभाग से कार्यमुक्त कर दिया जाता है और उन्हें मेडिकल कॉलेज में स्टूडेंट मानकर वहां से ‘स्टाइपेंड‘ दिया जाता है तथा पूर्व में मिल रही तनख्वाह का आधा हिस्सा अतिरिक्त दिया जाता है |
आधी तनख्वाह की गणना के लिए पूर्ववर्ती डीडीओ की तरफ से लास्ट पे सर्टिफिकेट जारी किया जाता है इसी के अनुसार उन्हें डिग्री/डिप्लोमा के दौरान तनख्वाह दी जाती है, डिग्री/डिप्लोमा पूरा होने के बाद वापस पैत्रक विभाग में लौटने के बाद इस पढाई के दौरान के इन्क्रीमेंट आदि लाभ दिए जाते हैं |

Government of Rajasthan’s Decision.
According to ‘Proviso’ below Rule 31 (b) (ii) of Rajasthan Service Rules [inserted
vide Finance Department Notification No. F. 1 (71) FD (Exp.-Rules)66, dated 28-10-1966],
extraordinary leave in individual cases is allowed to count for increment, if such leave is
availed of for any of the reasons specified in clause (i) or (ii) of the said rule.
It has been observed that such cases are referred to Finance Department long after
the leave is sanctioned. The matter has been considered and it has been decided that the
authority competent to sanction leave while sanctioning extraordinary leave should also
decide at the same time and not later, whether such period of leave should count for
increment and specific recommendation to that effect should be made simultaneously to
Government in the Administrative Department which will take decision with approval of
Finance Department.
Recommendations for period of Extraordinary leave granted in future counting for increment
will not be entertained by the Department, if it was not made simultaneously while granting
leave.
