पिछले कुछ दिनों से चल रही गफलत का हुआ पटाक्षेप और Non Practicing Allowance को बेसिक पे माना गया है, यानि एनपीए को सभी अलाउंसेज की गणना में जोड़ा जायेगा, PL सरेंडर और रिटायर्मेंट की 300 PL के पैसों के नकद भुगतान में इसे मूल वेतन मानते हुए गणना की जाएगी |
झालावाड़ मेडिकल कॉलेज के एक मामले में फाइनेंस विभाग ने चिकित्सकों की जिन्दगी झालावाड़ करने की कोशिश की थी लेकिन मौके पर ही मेडिकल टीचर्स ने जबरदस्त विरोध दर्ज कराया जिससे आर्डर रिवर्ट किया गया |

सरकारी डॉक्टरों को बुढापे में फटका

राजस्थान के सरकारी डॉक्टरों को वित्त विभाग ने जोर का झटका हौले से दिया है |
सरकारी कर्मचारी एक वर्ष में मिलने वाले कुल उपार्जित अवकाशों में से आधे आवकाश समर्पित (surrender) करके उनका पैसा नकद ले सकते हैं –
सरेंडर के बदले में मिलने वाला पैसा = (15 Days Basic Pay + 15 Days NPA) * DA

साथ ही रिटायर्मेंट के समय 300 PL तक का पैसा नकद ले सकते हैं |

अभी तक यह पैसा मिलता रहा है लेकिन सातवाँ वेतनमान लागू करते ही, वित्त विभाग ने एक गेम कर दिया और NPA को बेसिक पे मानना बंद कर दिया और कहा गया कि DA और CCA के लिए ही NPA को बेसिक माना जाएगा बाकी किसी के लिए भी नहीं यानी समर्पित अवकाश के लिए NPA को बेसिक में नहीं माना जायेगा |

कितना फटका लगा ?

NPA 20% मूल बेसिक का मिलता है और इस पर DA अलग से मिलता है, यानि कोई अगर आज रिटायर हो रहा है तो उसे अपनी 300 PL पर DA का फटका मिलाकर करीब 30% फटका लगेगा जो कि वक़्त के साथ और बढेगा |

रिटायर्मेंट के समय बेसिक = अगर एक लाख पचास हजार मासिक हो तो 30 दिन फटका 30% = करीब पचास हजार
300 दिन की PL का फटका = X10 = पांच लाख रुपये का फटका :/

पांच लाख का तो रिटायर्मेंट पर और हर साल पंद्रह सरेंडर का फटका यानि कुल दस लाख से पार 🙁

बाबूराज से परेशान सरकारी डॉक्टर की राह में सबसे ज्यादा रोड़े अटकाता है फाइनेंस डिपार्टमेंट, फाइनेंस वालों कि बाकी सब विभागों पर मेहरबानी रहती है लेकिन डॉक्टरों का कोई मसला होता है तो उसे जरूर अटकाया जाता है चाहे वो कितना भी मामूली मसला हो | कई बार कई दिनों तक इनके हाथ कोई मसला नहीं लगता तो ये बैठकर सोचते होंगे कि कैसे डॉक्टरों को दर्द दिया जाए, सो इस बार ये लेके आये हैं |

A non practice allowance (NPA) is a special allowance given to doctors employed by the central government (of India) and certain State governments. Reason is be to restrict private practice for government doctors. A government hospital (in fact all hospitals) require round the clock care and more importantly have no definable work hours. In Rajasthan state this allowance is optional to choose.

राजस्थान सरकार के चिकित्सक को प्रति वर्ष 30 Privileged Leave/Earned Leave मिलती हैं जिनमें से पंद्रह को सरेंडर करके बदले में वो पैसा प्राप्त कर सकता है |
सरेंडर के बदले में मिलने वाला पैसा = (15 Days Basic Pay + 15 Days NPA) * DA

Example – 

अभी एक बड़ा लोचा सामने आया है जिसमें कहा जा रहा है कि लीव सरेंडर में केवल बेसिक और उसका DA मिलेगा, NPA और उसका DA नहीं मिलेगा, यानि बड़ा फटका | कारण वही फाइनेंस वाले, फिर से उड़ता तीर लेके आये हैं | वो भी एक आदेश के आधार पर |

नियम क्या कहते हैं ?

एनपीए को हमेशा से मूल वेतन माना गया है – Ministry of Health & Family Welfare has clarified vide their O.M. no. A45012/11/97-CHS.V dated 7-4-98 that the Non-Practising Allowance shall count as ‘pay’ for all service benefits.

लेकिन राजस्थान के फाइनेंस विभाग ने चुपके से एक लाइन घुसेड़ कर गेम कर दिया –

The amount of Non-Clinical Allowance / Non-Practicing Allowance shall be treated as “Pay” for the purpose of admissibility of Dearness Allowance and Compensatory (City) Allowance only.

BASIC PAY –

Basic Pay = Pay in Pay Band + Grade Pay

Pay Band – 15600-39100 , Grade Pay – 5400

First Basic Pay = 15600+5400 = 21000

Increment – 3% of Basic pay every year (July)

If probation completes before 31st Dec.– 3% of Basic Pay will be added in NEXT July.
Tip – First increment will be added in Next year(July) of Probation completion year.
Example – If your probation is completing on any day of 2017 (1 January 2017 to 31 December 2017 ), you will get your first increment in July 2018.
Second Basic Pay = 3% of First Basic Pay+ First Basic Pay = 630+15600+5400 = 21630
Pay in Pay Band is increased from 15600 and becomes 16230.

Based on this basic pay all other allowance are calculated like Dearness Allowance (DA), House Rent Allowance (HRA), Non Practising Allowance (NPA) & Transport Allowance (TA).

Non Practicing Allowance NPA

  • Non – Practising Allowance NPA Definition

Non – practising allowance is given to the Doctors who are working under central government health centres, railways or in other departments of union/state government. A medical officer who is not interested in practicing from home can ask for such allowance. This allowance is considered as equivalent to the Dearness Allowance or Housing Rent Allowance. The amount of non – practicing allowance is calculated on the basis of basic pay plus grade pay. The HRA is calculated on the basis of basic pay plus NPA*. On the other the pension is also calculated on the basis of NPA.

* In seventh pay commission House rent allowance is NOT given on NPA amount.

NPA is also provided to the medical officers who are in leave for higher study. To get the non – practicing allowance, a medical officer must have a minimum medical degree certification. If the candidate wants to pursuit higher studies, he /she can grant for NPA during their study leave.

  • Non – Practicing Allowance Calculations (6 CPC)

Non – practicing allowance is calculated on the basis of the basic pay of a medical officer. The basic pay includes the grade pay as well. After 6th pay commission the NPA was set at 25% of the basic pay.

For example:

Let a medical officer draws basic pay of Rs. 15, 600/- and Grade Pay of Rs. 5400/- and the NPA rate is 25%. Then the Non – practicing allowance for the officer will be,

Total Pay: 15,600 + 5400 = 21, 000/-

NPA Rate: 25% of the basic pay scale

NPA amount: 21, 000/- x 25% = 5250/-

Total NPA = 25% of Basic Pay + DA on It = 5250/- + DA on 5250/- 🙂

  • Non – Practicing Allowance Calculations (7 CPC)

Non – practicing allowance is calculated on the basis of the basic pay of a medical officer. The basic pay includes the grade pay as well. After 7th pay commission the NPA set at 20% of the basic pay.

For example:

Let a medical officer draws basic pay of Rs. 70000 /- and the NPA rate is 20%. Then the Non – practicing allowance for the officer will be,

NPA amount: 70, 000/- x 20% = 14000/-

Total NPA = 20% of Basic Pay + DA on it = 14000/- + DA on 14000/- 🙂

Tips –

Whether NPA payable to medical officers will count towards ‘Pay’ for the purpose of working out contributions to NPS?

Yes. Ministry of Health & Family Welfare has clarified vide their O.M. no. A45012/11/97-CHS.V dated 7-4-98 that the Non-Practising Allowance shall count as ‘pay’ for all service benefits. Therefore, this will be taken into account for working out the contribution towards the New Pension Scheme.

Medical Officers are granted Non Practicing Allowance at the rate of 25% of basic pay (6 CPC) subject to condition that pay plus Non Practicing Allowance does not exceed Rs.29500/-p.m. vide this Ministry’s letter No. A.45011/11/97-CHS V dated 7.4.98. Non Practicing Allowance is treated as Pay for all service matters. In other words it is taken into account for computation of D.A., entitlement of T.A./D.A. and other allowances as well as for calculation of retirement benefits in terms of letter No. A.27023/1/87-CHS V dated 22.9.1987.

Non – practising allowance is not a regular allowance like HRA, DA or TA. To receive this allowance one needs to fulfil some criteria. The main criterion to receive the NPA is to have a minimum medical degree from a recognised organisation. Also as per the rules whoever is receiving the NPA shall not be involved in any private practice during their service, leave or after retirement. The NPA is considered to be an important part while calculating HRA and also Pension after the retirement. Of course the non – practising allowance is not for all. To receive this allowance, candidate must apply to the organisation separately.
