World Health Organization (WHO) और US Centers for Disease Control and Prevention (CDC) की ताजा रिपोर्ट में यह खतरनाक स्थिति सामने आई है, पिछले वर्ष के मुकाबले दुनिया में इस वर्ष में 30% मीजल्स के केसेज में बढ़ोतरी हुई है जो की अत्यंत चिंता का विषय है ।
इन केसों के वृद्धि का जो मोटा कारण सामने आया है वो है मीजल्स टीकाकरण पूर्ण नहीं होना, मीजल्स की रोकथाम हेतु 95% वैक्सीन कवरेज आवश्यक होता है जो की पिछले वर्ष में 85% से भी कम रहा और इसकी बदौलत दुनिया में करीब 67 लाख मीजल्स केस मिले जिनमें से एक लाख दस हजार मरीजों को जान गंवानी पड़ी ।
मीजल्स को टीकाकरण से पूर्ण रूप से रोका जा सकता है लेकिन इस से लाखों मौतें होना टीकाकरण कार्यक्रम की नाकामी (Gaps) को दर्शाता है, जगह जगह मीजल्स आउटब्रेक होना गंभीर विषय है ।
वर्षों की मेहनत और प्रयासों से मीजल्स कंट्रोल में काफी अच्छी स्थिति में पहुँच गए थे, वर्ष 2000 के बाद मीजल्स केसेज और डैथ में 80% की गिरावट आ गयी थी, कुछ देशों ने तो इसे पूर्ण रूप से एलिमिनेट भी कर दिया था लेकिन ऐसी स्थिति में यह रिपोर्ट टीकाकरण पर गंभीर सवाल खड़े करती है, अगर मजबूती से सुधार नहीं किये गए तो इस स्थिति से निपट पाना आसान नहीं होगा ।

BENEFITS UNDER THE SCHEME:
• The Yojana provides a coverage up to Rs. 5,00,000 per family per year, for secondary and tertiary care hospitalization through a network of Empanelled Health Care Providers (EHCP).
• The services include 1350 procedures covering pre and post hospitalization, diagnostics, medicines etc.
• Cover of up to Rs. 5 lakhs per family per year, for secondary and tertiary care hospitalization.
• Cashless and paperless access to services for the beneficiary at the point of service.
• Quality health services they need without facing financial hardships.
FEATURES OF THE SCHEME:
• Progression towards promotive, preventive, curative, palliative and rehabilitative aspects of Universal Healthcare through access of Health and Wellness Centers (HWCs) at the primary level and provision of financial protection for accessing curative care at the secondary and tertiary levels through engagement with both public and private sector.
• Creation of 1,50,000 Health and Wellness Centres
• Comprehensive Primary Health Care (CPHC), covering both maternal and child health services and non-communicable diseases, including free essential drugs and diagnostic services.
• The first Health and Wellness Centre was launched by the Prime Minister at Jangla, Bijapur, Chhatisgarh on 14th April 2018.
• PMJAY primarily targets the poor, deprived rural families and identified occupational category of urban workers’ families as per the latest Socio-Economic Caste Census (SECC) data for both rural and urban areas as well as the active families under the Rashtriya Swasthya Bima Yojana (RSBY).

राजस्थान की भाजपा सरकार की 13 दिसंबर 2015 को प्रारम्भ की गयी एक महत्वकांक्षी योजना है जिसमें राष्ट्रिय खाद्य सुरक्षा अधिनियम (NFSA), राष्ट्रिय बीमा सुरक्षा योजना (RBSY) के लाभार्थियों और BPL लोगों को अस्पताल में भर्ती होने पर होने वाली सभी जांचें (सात दिवस में), इलाज, दवाइयां आदि मुफ्त प्रदान की जाती हैं, साथ ही डिस्चार्ज के समय पन्द्रह दिन तक की दवाइयां भी दी जाती हैं, योजना प्रदेश के एक करोड़ परिवारों को कवर करती है |

भामाशाह योजना का करार देश की सबसे बड़ी इंश्योरेंस कम्पनी “न्यू इंडिया एश्योरेंस (NIA) लिमिटेड” से है जिसके तहत सरकार कम्पनी को 1261 रुपये प्रति परिवार, वार्षिक प्रीमियम चुकाती है |
इस योजना में कुल 1401 बिमारियों का इलाज किया जाता है जिनमें से 663 बीमारियाँ गंभीर श्रेणी की हैं जिनके लिए तीन लाख रुपये तथा शेष 738 तरह की सामान्य बिमारियों के लिए तीस हजार रूपये तक का इलाज किया जाता है (राशी वार्षिक है), इस योजना में 500 सरकारी अस्पतालों में चल रही है तथा 700 प्राइवेट अस्पताल अनुबंधित किये गए हैं |
हालांकि सरकारी अस्पतालों में स्टाफ एवं गुणवत्ता की कमी योजना में बाधक है, साथ ही प्राइवेट अस्पतालों द्वारा पूरी सुविधा नहीं देना, महंगे चार्ज लगाना, ज्यादा बेड संख्या दिखाना, वास्तविक से ज्यादा दिन का ठहराव दर्शाना, दवा दिए बिना ही बिल में जोड़देना, छोटा ओपरेशन करके बड़े के पैसे जोड़ना (जैसे लेजर के बजाय नाइफ सर्जरी करना) आदि कई विषय हैं जिन पर नजर रखना जरुरी है |
अभी तक करीब 22 लाख लाभार्थियों को कैशलेस और मुफ्त इलाज इस योजना के तहत दिया जा चुका है तथा वर्तमान में करीब दो करोड़ रुपये प्रतिदिन के क्लैम जारी किये जा रहे हैं |

Pneumococcal disease is the leading cause of vaccine-preventable deaths in children under five years of age globally. India accounts for nearly 20% of global pneumonia deaths in this age group. Pneumonia is number one killer among leading infectious diseases in this age group. PCV protects children against severe forms of pneumococcal disease, such as otitis media, pneumonia and meningitis.
The vaccine, called pneumococcal conjugate vaccine (PCV) is available in private sector and three doses of it cost around Rs 10,000-12,000, which only a few could afford. Now PCV is being provided free of cost to children under a Centre’s pilot programme. The first phase was launched in May 2017 in Himachal Pradesh and some parts of Bihar and Uttar Pradesh. In second phase it launched in Rajasthan as a pilot project on 7th April 2018 (world health day) in nine districts which are with high U5MR– Pratapgarh, Banswara, Dungarpur, Udaipur, Rajsamand, Pali, Sirohi, Jalore and Barmer.
“A lot of children in Rajasthan die of pneumonia that can be prevented through PCV. On success of the pilot in nine districts, it will be extended to other districts of the state,” said Mr. Naveen Jain, mission director of the National Health Mission.

Is Open Vial Policy applicable to PCV ? Yes, PCV13 (4-dose vial) can be used for a maximum of 28 days.
The maternity benefits under Pradhan Mantri Matru Vandana Yojana (PMMVY) are available to all Pregnant Women & Lactating Mothers (PW&LM) except those in regular employment with the Central Government or State Government or Public Sector Undertaking or those who are in receipt of similar benefits under any law for the time being in force, for first living child of the family as normally, the first pregnancy of a woman exposes her to new kind of challenges and stress factors. The objectives of the scheme are: (i) providing partial compensation for the wage loss in terms of cash incentives so that the woman can take adequate rest before and after delivery of the first living child; and (ii) the cash incentives provided would lead to improved health seeking behaviour amongst the Pregnant Women and Lactating Mothers (PW&LM).
However, to address the problem of malnutrition and morbidity among children, the Anganwadi Services Scheme, which is universal, is available to all PW&LM including the second pregnancy. Further, in order to address the malnutrition and morbidity during pregnancies a number of interventions are provided to the pregnant women viz. universal screening of pregnant women for Anaemia and Iron and Folic Acid (IFA) supplementation, Calcium supplementation in pregnancy, Deworming in pregnancy, Weight gain monitoring and Counselling on nutrition, family planning and prevention of diseases.
The Government of India has approved Pan-India implementation of PMMVY in all districts of the country w.e.f. 01.01.2017 under which the eligible beneficiaries gets Rs. 5,000/- under PMMVY and the remaining cash incentive as per approved norms (+1000 for urban) towards Maternity Benefit under Janani Suraksha Yojana (JSY) after institutional delivery so that on an average, a woman gets Rs. 6000/-.

Prerna Award: In order to help push up the age of marriage of girls and space the birth of children in the interest of health of young mothers and infants, JSK launched PRERNA, a Responsible Parenthood strategy in all districts of seven high focus states namely Bihar, Uttar Pradesh, Madhya Pradesh, Chhattisgarh, Jharkhand, Odisha and Rajasthan. The strategy has been to identify the couple and award couples who have broken the stereotype of early marriage, early childbirth and repeated child birth and have helped change the mindsets of the community.
Prerna Scheme: In order to become eligible for award under the scheme, the girl should have been married on or after 19 years of age and given birth to the first child after at least 2 years of marriage. The couple will get an award of Rs.10,000/- if it is a Boy child or Rs.12,000/- if it is a Girl child. If birth of the second child takes place after at least 3 years of the birth of first child and either parent voluntarily accept permanent method of family planning within one year of the birth of the second child, the couple will get an additional award of Rs.5,000/- (Boy child) / Rs.7,000/- (Girl child). The amount of award will be given to the beneficiaries in their Adhar linked account through DBT.
The scheme is meant only for BPL families.
